Whistleblowing training has not been universally completed across government departments, with workers in some areas lacking the online access needed to complete it.

Chief Executive Mark Lewin has confirmed told the Select Committee on Whistleblowing Policy Implementation that the DoI presented particular challenges.

“A lot of their workers don’t have online access,” he said. “There seems to be a gap there where the training hasn’t taken place.”

He explained that while the training is available on an external website for access on other devices, the government loses visibility of who has completed it.

“You lose visibility of who have seen it, and even things like the relatively simple test at the end just to check,” Mr Lewin said.

He told the committee the department has made devices available for staff communications and employee surveys, and that the policy can be handed out on paper.

“It can be put on a bit of paper and left for people to make sure they read it, understand it,” he said. “We just lose some of that ability to provide a bit of assurance around that cycle.”

Mr Lewin confirmed the issue remains “an area we keep in mind.”
