A contract awarded by Manx Care for consultancy work on private patient services did not comply with financial regulations, Health Minister Claire Christian has confirmed.

The admission followed a written question from Julie Edge, which prompted a departmental review.

The work, a gap analysis valued at £15,000, exceeded the £10,000 threshold requiring a formal ‘Quick Quote’ process or a recorded exemption.

“Manx Care has advised that these steps were not undertaken and a waiver was not submitted. Consequently, the contract awarded was non compliant,” Ms Christian told members.

She confirmed the breach has been formally reported, saying: “The department has received assurance that Manx Care has submitted a financial irregularity report to the audit advisory division within Treasury for review.”

In a supplementary question, Mrs Edge expressed concern that the issue was only uncovered via a written question and questioned broader compliance.

“Does the minister feel that we need to be perhaps auditing some of the other contracts that Manx Care have been awarding?”

Ms Christian responded by revealing the scale of the historical issue, noting Manx Care had inherited 281 non-compliant contracts.

While progress has been made, she said 53 contracts remained non-compliant as of the last quarter.
